More details Petition update 5 from the council, 28 June 2011The Mayor invited Ms Laura Ware to address Members in relation to this petition. She advised that she had garnered more than 1400 signatures for the petition and she stated that the closure of the Centre would lead to depression and an increased sense of isolation for the service users affected as well as adversely affecting the community.She accepted that the Council’s financial situation was such that cuts needed to be made but she argued that the consultation process on the Hounslow Carers Strategy had been very badly organized and was in her view an example of maladministration. She questioned how closing a service such as the Chiswick Day Centre could square with the professed ambitions of the strategy to give access to high quality and flexible services and giving users influence in how services were delivered. She argued that the consultation document referred only to the reconfiguration of services and not the possible termination of them. The proposals would deprive users of services and carers of respite time and she reminded Members that the users of the service were human and of equal standing to everyone else in the community and should be treated as such. She concluded by stating that the petitioners wished to work with the Council to help provide the service and keep the Centre open, that it was an asset to the community and saved money by providing preventative care. The Mayor then invited Councillor Jagdish Sharma, the Leader of the Council to speak. Councillor Sharma explained that the Borough had undertaken an extensive consultation exercise and had received a significant response from residents. He appreciated the views of the community and stated that the Administration had given much consideration to the views expressed, and also to emails and petitions. Members appreciated the involvement of residents and he concluded by hoping that the public would again get involved in similar exercises in the future as these would need to take place again in the light of the financial constraints. The Mayor then put the recommendations to the vote and it was RESOLVED – • That the petitions that had been submitted to the Council which related to the budget be noted; • That it be noted that these petitions had all previously been submitted into the Council’s budget consultation process which informs the Council’s decision making in relation to the setting of the budget (except where provided too late to do so) • To bear the requests of the petitioners in mind when coming to a decision on the budget matters which were to be considered as part of other items on this agenda.
