Petition update 3 from the council, 07 April 2011

Local people will have a greater say over where, and how many, lap dancing clubs open and operate in their neighbourhood.

Councillors approved plans to change the existing licensing policy which previously only covered premises such as sex shops and sex cinemas.

A new policy will set out the council’s proposed approach to licensing sexual entertainment venues in the borough, and give clear guidance to licence holders, applicants and people wishing to make comments on licence applications.

Cllr Tom Bruce, chair of the licensing committee, said: “This is a positive step forward because these new measures give us greater power and control locally over these types of premises. We will be consulting on the new policy in the near future, and I hope residents will let us know what they think of it.”

Although there is no legal requirement for the council to adopt a policy on how it proposes to licence sex establishments and sexual entertainment venues, the licensing committee recommended adopting such a policy last month.

This will help ensure consistency and transparency in the way the council’s licensing functions in relation to sex establishments and sexual entertainment venues are carried out.

Petition update 2 from the council, 10 February 2011

Borough Council discussed this petition on 1/2/11. It was similar to a petition that was discussed in December 2010.

It was noted that as a result of the Licensing Act 2003, the Council was only able to accept objections to a premises such as this if they fell into the four statutorily acceptable categories and in the case of this club, none had been received during the initial process for the application for a licence.

In lieu of any such objections, the Council was obliged to agree the licence.

However, the Council had imposed 55 conditions on the licence. The Council could also choose to adopt the Policing and Crime Act 2009 which would require the premises to re-apply for its licence during which time there would be a new consultation period and people could object the application.

It was also noted that the Licensing Committee was to consider whether or not to adopt the new Licencing Act and the issue of sex establishments were to be discussed by the Overview and Scrutiny Committee.

We the undersigned object to the opening o a new strip club at the beginning of Hounslow High Street at the heart of Hounslow Town centre. The prospect of a strip club in the heart of Hounslow is offfensive to all residents from all faith backgrounds. It will bring even more unfriendly people to the area and the town centre and Hounslow as a whole will have it's reputation tarnished by the introduction of such an establishment in the area.
