Petition update 2 from the council, 13 July 2011

Petition update from June Borough Council meeting.

The Mayor introduced the petition for consideration and, at the request of the petitioners, invited Councillor Liz Mammatt to introduce it. Councillor Mammatt explained to Members that the organiser of the petition was a carer and that there were seven or eight users of the Bedfont Day Care Centre who were suffering from dementia. She noted that the Council website had been extolling the virtues of the Day Care
Centre in February but it was now under threat of closure following a consultation exercise. She criticised the Council for not properly analysing the impact of the decision to close; there had been no investigation of the financial impact of the closure, no proper risk analysis, nor had alternative transport arrangements been developed.

She also criticised the decision not to consult with local GPs (General Practitioners) and the organisation, Age Concern. The nearby Sandbanks Care Home was currently being rebuilt and she suggested that the Day
Centre could be co-located there as part of the rebuilding scheme. She then explained that the worries about the future of the centre was having an adverse impact on its users as well as on carers and staff. She asked Members if they were certain that when they were older
that they would not need the support of such services and she concluded by asking that the Day Centre not be closed.

The Mayor then invited Councillor Gurmail Lal, Cabinet Member for Adult Social Care and Health, to respond. In doing so, Councillor Lal argued that Councillor Mammatt had a profound misunderstanding of the realities of the situation and suggested that she consult Councillor Pamela Fisher, as the previous portfolio holder in the last administration, in order to get a true picture of the history of the Bedfont Day Care Centre; he argued that the plan to rebuild the Sandbanks Care Home was initiated by the new Labour Administration, replacing a scheme by the previous Administration to demolish the Bedfont Day Care Centre. He alsoe xplained that all users of the Centre would be offered alternative provision.

The Mayor put the matter of the petition to the vote. It was therefore
RESOLVED –that the response by Councillor Lal be noted.
