The David Henry Waring Charity was originally bequeathed by Maude Rowe-Waring to the parish of Bedfont. St Mary’s Church of Bedfont being whom Maude Rowe-Waring wished to protect the future of her home and grounds. The local authority which is now Hounslow Council were asked for assistance with the trust in 1953. The Trust is made up of 6 councillors and 3 parishioners. Within the 6 councillors 1 is the chairperson, 1 is the vice chair, 1 of the remaining 4 is a Cabinet member. In addition to this there is an assigned Corporate Trustee on behalf of the Hounslow Council who is also a Cabinet member.

Hounslow Council Cabinet are now proposing: transferring the site via lease agreement to the HRA; b. planning for regeneration of the DHW home under the umbrella of the HRA; c. putting in place plans for on-going maintenance via the HRA; and d. adopting future arrangements for the management of the home jointly involving the Council as Corporate Trustee and the Trust Committee.

It is not disputed that this may be in the best interest of the Trust but feel it is very much a council lead decision. This petition is to request that either ownership or controlling decision are reverted back to St Marys church. This is to allow any decisions of the future of the Trust to be in favour of Maude Rowe-Warings final wish and not that of any Council targets or agenda. To allow the controlling decision to be with St Mary’s Church of Bedfont will alleviate any suspicion that Hounslow Council have acted for their benefit opposed to the sole benefit of the trust.

All that is asked that all decisions are made with a fair vote.
